Drug and Alcohol misuse

‘use that is harmful, dependent use, or use of substances as part of a wider spectrum of problematic or harmful behaviour’ (HAS, 1996).

The vast majority of people who have used drugs at some stage in their lives do not become problematic drug users. For this group there is little evidence of a clear link between drug use and crime. 

However for the drug users who are considered to be “problematic” the evidence of a link between drug use and crime is overwhelming.
